JAMMU: A delegation of Akhil Bhartiya Rashtriya Shakshik Mahasangh (ABRSM) Jammu Kashmir under the chairmanship of Devraj Thakur state president and Rattan Sharma General secretary today met Director School Education (DSE) Jammu, Dr Ravi Shankar Sharma, in his office chamber and put forth various issues confronting the teachers and lectures.
ABRSM complained that the teacher community working in Jammu Kashmir was going through stress and humiliation because of non-redressal of their genuine issues of DPC, transparent Transfer policy, regularisation and other genuine issues.
Among other issues, the delegation discussed the matter of regularization of all Incharge lecturers in one go including those who have acquired their PG degrees through distance mode in Science stream in the light of Government Order Number 940- Edu of 2017 dated 17.11.2017, Government Order Number 252 of Higher Education and SRO 339 dated 30.12.2005.
ABRSM expressed that these lecturers have been posted after long verification process and hence do not need any further verification before regularization.
The deputation also raised the issue of resumption of ATD for all teachers including G-ll /lll teachers, masters, Lecturers and principals etc.
ABRSM has been pressing for time-bound implementation of the general transfers.
The deputation pressed that the next session’s transfers to be carried out by March so that disruptions faced by teachers and their families on account of mid-year transfers are avoided.
Masters and teachers who have spent years in outstation districts and have less than a year or two to retire have not been able to return to their home districts. Even other Government employees get transferred, but nowhere do so many complications and complaints arise as in the case of school lecturer, Master and teacher transfers, deputation added. ABRSM said that many of the complications can be avoided if Masters, Teachers transfers, and promotions are implemented first, followed by the general transfers of all cadres in the department.
ABRSM demanded immediate filling of posts of teaching and non-teaching staff in the institutions. “There is a need to start regularisation of all cadres of the department at the time of their promotion and teachers should be exempted from extra-academic duties as assured by the Education authorities with the immediate effect,” ABRSM said. Other demands raised during the meeting included suitable adjustment of surplus masters and teachers and newly promoted masters working in different schools of Jammu division. During the discussion, speakers claimed that the department had failed to implement a transparent transfer policy which had affected the academic standard in the institutions. Dr Ravi Shanker Sharma listened to the delegation and assured that he would do everything to deliver justice to the teachers community and with 2 months department going to promote 2000 teachers as masters.
